Sankalp – Rashtra Seva Mission is a nationwide citizen-participation initiative of Veterans India designed to transform patriotism into disciplined, visible and measurable public service.
The mission encourages citizens to dedicate at least 30 minutes every day to personal discipline, community improvement, national awareness and responsible citizenship.
Sankalp is not merely an event, campaign or ceremonial gathering. It is a continuous movement to develop citizens who are physically active, socially responsible, nationally conscious and committed to solving local problems through peaceful collective action.

1. VISION
To build a disciplined, responsible, service-oriented and nationally conscious society in which every citizen contributes regularly to the development, safety, cleanliness, harmony and wellbeing of the nation.
2. MISSION
The mission of Sankalp is to establish a continuous system of community service and civic participation at village, panchayat, block, district, educational institution and urban neighbourhood levels.
Sankalp aims to:
- Convert patriotic feelings into daily action.
- Develop responsible and disciplined citizens.
- Encourage physical fitness and mental wellbeing.
- Promote cleanliness and environmental protection.
- Identify and address local community problems.
- Strengthen cooperation among citizens.
- Prepare volunteers for emergencies and public service.
- Connect children, youth, women, veterans, professionals and senior citizens.

3. WHY SANKALP IS NEEDED
India has enormous human potential, but national development cannot depend only on governments, institutions or elected representatives.
Many local problems can be reduced when citizens cooperate responsibly. These may include:

- Weak emergency preparedness.
- Neglect of senior citizens and vulnerable families.

4.1 Responsible Citizenship
To promote awareness of constitutional duties, civic discipline, public responsibility and ethical conduct.
4.2 Community Service
To encourage regular voluntary service for cleanliness, education, health awareness, environmental protection and social welfare.
4.3 Physical and Mental Fitness
To motivate citizens to adopt basic exercise, yoga, walking, meditation and healthy daily routines.
4.4 Youth Leadership
To give young citizens opportunities to lead community activities, develop confidence and learn teamwork.
4.5 Women’s Participation
To ensure meaningful participation and leadership opportunities for women in community development and public service.
4.6 Veteran-Led Guidance
To use the discipline, experience and leadership of veterans for mentoring citizens and preparing communities for responsible action.

To develop basic awareness regarding first aid, disaster response, road safety, fire safety and emergency coordination.

5. WHO CAN JOIN
Sankalp is open to every responsible citizen who believes in peaceful service, constitutional values, national unity and community development.
Participants may include:
- Children with parental or guardian supervision.
- School and college students.
- Youth volunteers.
- Women and homemakers.
- Veterans and serving personnel, subject to applicable service rules.
- Teachers and education professionals.
- Doctors and healthcare workers.
- Lawyers and other professionals.
- Farmers and rural citizens.
- Entrepreneurs and businesspersons.
- Government and private-sector employees in their personal capacity.
- Senior citizens.
- Persons with disabilities.
- Members of resident welfare associations.
- Non-resident Indians and overseas supporters.

No person should be discriminated against on the basis of caste, religion, language, gender, region, economic status or political preference.
6. DAILY SANKALP
30 Minutes for the Nation
Every participant is encouraged to dedicate at least 30 minutes daily, preferably between 5:00 AM and 7:00 AM, to personal discipline and constructive community action.
Daily participation may be individual or collective.
A minimum of two participants should be present for an activity to be recorded as an official group Sankalp activity.
Suggested Daily Sankalp Format
1. National Thought
Begin with a positive thought, inspiring message or reflection on responsible citizenship.
2. Sankalp Pledge
Participants take a brief pledge to serve the nation honestly, maintain discipline and contribute positively to society.
3. Physical Fitness
Undertake 5 to 10 minutes of:
- Walking.
- Yoga.
- Stretching.
- Light exercise.
- Breathing exercises.
- Age-appropriate fitness activities.
4. Positive Action Plan
Participants identify one constructive action for the day.
Examples include:
- Helping an elderly person.
- Guiding a student.
- Planting or caring for a tree.
- Cleaning a public area.
- Preventing wastage of water.
- Spreading road-safety awareness.
- Helping someone access a public service.
- Contacting five citizens to join Sankalp.
- Supporting a needy family.
- Promoting health and hygiene awareness.
5. Cleanliness or Community Service
Participants may undertake a small service activity based on local requirements.
6. Local Issue Identification
Participants discuss one local problem and suggest a practical solution.
7. Citizen Outreach
Each participant should motivate at least five citizens through personal interaction, telephone calls, digital messages or community meetings.
8. Group Photograph and Report
Where appropriate, a simple photograph and short activity report may be uploaded through the official reporting system.
No photograph should violate the privacy, dignity or consent of any participant or beneficiary.
7. RASHTRA SEVA SANKALP
Weekly Community Gathering
A collective community activity should be organised every Sunday under the name:

Recommended Time
The venue should be fixed, accessible, safe and suitable for community participation.
Suggested venues include:
- Public parks.
- Community halls.
- School or college grounds with permission.
- Panchayat premises with permission.
- Residential society common areas.
- Veterans India or VPRF Centres.
- Other legally authorised public or institutional spaces.

1. Welcome and Attendance
Participants assemble, register their attendance and receive a brief orientation.
2. National Thought and Pledge
The gathering begins with a positive national thought and the Sankalp pledge.
3. Fitness and Wellness Activity
A short session of yoga, walking, stretching or basic exercise is conducted.
4. Review of Previous Week
Participants review:
- Activities completed.
- Citizens contacted.
- Community issues identified.
- Problems resolved.
- Pending follow-up actions.
5. Community Service Activity
One practical activity may be conducted according to local need.
6. Local Issue Discussion
Participants identify one priority issue and prepare a lawful and constructive action plan.
7. VPRF Awareness
Participants are informed about the Volunteer Patriotic Reserve Force, its categories, orientation and public-service objectives.
8. Five-Call Outreach
Each participant should contact at least five citizens and encourage them to join the mission.

Tasks are assigned for the coming week.
10. Reporting and Closing
Attendance, photographs, activities and outcomes are recorded through the official system.

A Sankalp Centre is a recognised local point for regular community service, fitness, civic awareness and volunteer coordination.
A centre may be established at:
- A village.
- A panchayat.
- A residential colony.
- A ward.
- A school or college.
- A university.
- A community centre.
- An authorised institutional premises.
Minimum Requirements
A Sankalp Centre should have:
- A responsible local coordinator.
- A fixed meeting location.
- A regular weekly schedule.
- A basic participant register.
- An activity-reporting mechanism.
- Commitment to non-political and non-discriminatory functioning.
- Compliance with safety and privacy standards.
- Permission of the property owner or competent authority.
Growth into a VPRF Centre
When a Sankalp Centre develops a disciplined base of 100 or more active participants, it may be considered for development or recognition as a Veterans India VPRF Centre, subject to verification, orientation and approval under applicable Veterans India guidelines.
12. ROLES AND RESPONSIBILITIES
Sankalp Coordinator
The coordinator shall:
- Conduct regular meetings.

15. CODE OF CONDUCT
Every Sankalp participant must follow the following principles:
- Nation and public interest shall remain above personal publicity.
- Activities shall be peaceful, lawful and constructive.
- No political party, candidate or electoral campaign shall be promoted.
- No discrimination shall be permitted.
- National symbols shall be treated with dignity.
- Public and private property shall be protected.
- Participants shall not obstruct traffic or essential services.
- No fundraising shall be conducted without written authorisation.
- No person shall make unauthorised commitments on behalf of Veterans India.
- Photographs shall be taken and published only with appropriate consent.
- Children shall participate under proper supervision.
- Women’s dignity and safety shall remain a priority.
- Beneficiaries shall not be used merely for publicity.
- No participant shall carry weapons or dangerous materials.
- No volunteer shall impersonate police, armed forces, government officials or emergency authorities.
- Financial transactions shall follow approved transparent procedures.
- Religious, caste-based or divisive activities are prohibited.
- Personal business promotion is prohibited during official activities.
- Complaints shall be handled respectfully through the appropriate mechanism.
- Any misuse of the mission’s name may result in suspension or removal.
16. POLITICAL NEUTRALITY
Sankalp – Rashtra Seva Mission is an apolitical public-service initiative.
Participants may hold personal political views, but no Sankalp platform, uniform, event, social-media group, banner or gathering may be used to:
- Promote or oppose a political party.
- Campaign for a candidate.
- Seek votes.
- Display political symbols.
- Deliver partisan speeches.
- Spread political propaganda.
- Create political pressure in the name of Veterans India.
Civic awareness, voter education and constitutional literacy may be undertaken only in a neutral and non-partisan manner.
17. FLAGS, SYMBOLS AND BRANDING
Official Sankalp activities may use:
- The National Flag, strictly in accordance with applicable law and the Flag Code of India.
- The official Veterans India flag.
- Approved Veterans India or Sankalp communication material.
There shall be:
- No separate unauthorised Sankalp flag.
- No political flag.
- No personal banner.
- No commercial advertising without approval.
- No religious or divisive symbol as part of official branding.
- No unauthorised uniform resembling the armed forces or government agencies.
All posters, certificates, identification materials and digital creatives must follow approved branding guidelines.
18. SAFETY GUIDELINES
Safety must take priority over publicity or participation numbers.
General Safety
- Conduct activities only in safe locations.
- Obtain permissions wherever required.
- Avoid hazardous roads, construction zones, deep water, fire-affected areas and restricted locations.
- Keep drinking water and basic first-aid support where appropriate.
- Stop activities during severe weather or unsafe conditions.
- Do not conduct high-risk activities without qualified supervision.
Child Safety
- Obtain parental or institutional consent.
- Ensure adult supervision.
- Avoid one-to-one unsupervised interaction.

26. HOW TO START A SANKALP CENTRE
Step 1: Form a Core Team
Bring together at least two responsible citizens who agree with the mission and code of conduct.
Step 2: Identify a Safe Venue
Select a public, community or institutional location and obtain necessary permission.
Step 3: Appoint a Coordinator
Choose a disciplined person capable of managing attendance, activities and reporting.
Step 4: Fix the Schedule
